The PM limit in vbulletin is sent to low, no one can PM anyone :(

It should be fine now.
We are still working on stuff to get the new software for the forum running, but I think we are at least functional now. :)

One more thing, Emial notification is not ON

vBulletin Options > User Registrations Options > Default Registration Options
