PHPLD Next 0.1.8

This release adds a normal admin path for site owners to configure spam protection without editing server files.

Changed

• The Settings page now includes Google reCAPTCHA controls for public submissions.
• The reCAPTCHA secret key is write-only in the admin UI, so it can be replaced without displaying the saved value.
• Public submissions use the saved admin settings first, with environment variables as a fallback.
• Submission tests now cover the reCAPTCHA-required path.
